Prop 4 Would Let Local Governments Help Pay for Campaigns, Removing a Barrier to Local Participation
And of all the measures on California’s statewide ballot, Proposition 4 may be the one with the least money fighting over it.
Of the measures on California’s statewide ballot, Proposition 4 may be the one with the least money fighting over it.
Proposition 4 would let state and local governments create programs that provide candidates with public campaign funds, according to the breakdown KZYX hosts Karen Ottoboni and Annie Esposito gave in their Oct. 12 election preview.
Candidates who took the money would have to meet eligibility requirements and follow spending limits. The measure would also increase penalties for foreign contributions and repeal a 1988 state prohibition on public campaign financing.
For Mendocino County, the practical effect is local: a future board of supervisors could choose to set up a public-financing program for county candidates, at local cost, removing a barrier to participation in local governing bodies. In the current election, 77 local governing bodies had open seats, but only 7 were able to attract enough candidates to give voters a choice.
“Proposition 4 — if approved by voters — could offer a pathway for first time candidates to run and serve their communities without having to rely on special interest money," said Assemblymember Chris Rogers, who represents Mendocino County and is currently up for election. "We know that the amount of money being spent in elections is a deterrent — even at the local level. Proposition 4 could help make politics more accessible for working class families and our rural communities.”
The measure drew almost no organized spending on either side, said Ottoboni, who tracks campaign money for the broadcast. The state voter guide notes only a possible ongoing cost of a few hundred thousand dollars a year for state oversight by the Fair Political Practices Commission.
Supporters — among them the League of Women Voters, California Common Cause, the ACLU, the Sierra Club, and a range of labor and good-government groups — argue that money should not be a barrier to running for office and that public financing would reduce candidates’ dependence on wealthy donors. The League flagged a yes on Prop 4 as one of its two priority “voting” measures.
Opponents, including the California Taxpayers Association, the Howard Jarvis Taxpayers Association, and the California Chamber of Commerce, argue taxpayers should not have to subsidize candidates they don’t support. Esposito noted one catch critics raise: the measure sets spending limits for participants but does not cap overall campaign spending.
The California Democratic Party supports Prop 4; the Republican Party opposes it. The California Teachers Association is neutral.
