# Fort Bragg City Council 2026

**Disclosure.** MendoLocal's Elise Cox hosted two of the Grassroots Institute's “Meet the Candidates” interviews and asked a question as an audience member in a third; those interviews were conducted remotely. She attended the Alliance for a Better Fort Bragg forum in person. 

**Why live statements only.** This guide draws only on what each candidate said themselves — live at a forum or in their own interview. We left out statements read aloud by a stand-in for an absent candidate at the Sept. 22 forum. The reason is simple: a position you hear in a candidate's own voice is one they have adopted and will answer for, whatever help they had drafting it — not words a ghostwriter or an AI chatbot could put in their mouth. Where an incumbent addressed an issue only through a stand-in, the guide says “No live statement” rather than quote it.

### How we made this guide

Levi W. Cooke did not appear at the two in-person forums; his positions come from his Grassroots interview. Marcia Rafanan did not do a Grassroots interview (she provided a written statement to the Alliance for a Better Fort Bragg instead); her positions here come from the League of Women Voters forum, where she took part live.
