I have thoughts. I don't have an exact figure but over 50% of the spending is mandated by CA law. The Legislature has a history of passing feel good laws but shifting the costs to Counties. Health and Social Services are noticeable examples. The state Auditor's report from last year says as much. As hopeless as it sounds, financial reform must come from Sacramento.

I was expecting property tax revenue to decline due to poor demand for grapes, declining land, values, and delinquent payments.
