# Fort Bragg Earns State Prohousing Designation

California has designated Fort Bragg a Prohousing community, a state label the city spent two years pursuing and one that makes it eligible to compete for additional state housing funds.

City Manager Isaac Whippy announced the designation at the [City Council's Aug. 24 meeting](https://www.mendolocal.news/fort-bragg-city-council-full-report-august-24-2026/), crediting the council, planning staff, and the city's housing consultant, Marie Jones. He told the council the designation opens access to state housing funds. The state and the city released the news the same day.

Fort Bragg is one of 10 California jurisdictions to earn the designation for the first time since October 2025, and one of 75 communities statewide that now hold it, according to the city. The state awards the designation to cities and counties that go beyond basic state requirements by adopting local policies meant to speed housing production, lower development costs, and expand housing options.

"This designation affirms that work and demonstrates that even a small, rural coastal community can be proactive and innovative in addressing its housing needs," Whippy said in a statement, describing two years in which the city modernized its housing policies, reduced barriers, and took what he called a more proactive approach to working with developers.

Mayor Jason Godeke said in the same statement that the city's policy changes "have aligned well with new State pro-housing initiatives, and we're continuing to look for ways to make it easier to build new housing of all types here in Fort Bragg."

The city pointed to its approval last year of an 84-unit market-rate housing development as a turning point, calling it a scale of residential project Fort Bragg had not seen in many years.

The designation itself does not come with a check attached. In California, it gives a city exclusive access to the state's Prohousing Incentive Program, which awards grants of $150,000 to $2 million sized by a jurisdiction's population and its designation score, along with priority for several other state grant programs, according to a November 2024 report by UC Berkeley's Terner Center for Housing Innovation. Because the awards scale with population, a small city like Fort Bragg would fall toward the lower end of that range. The governor's office announced the latest designations alongside $11.3 million awarded to Prohousing communities statewide.

The Terner Center report, which compared six state Prohousing programs, cautioned that the tools remain unproven. The programs are too new to have been evaluated for their effect on housing production, the report found. It noted that California awards its designation based on the housing policies a city adopts rather than the homes it builds, and warned that such programs can end up rewarding jurisdictions for reforms they had already made. The report also found the programs generally lack enforcement mechanisms to ensure cities follow through on their commitments.

The announcement came the same night the council moved a package of nine zoning ordinances through first reading, much of it aimed at removing barriers to housing and development in the coastal zone.
